Who is in charge to find more information on the Question, for AssignedQuestions.
His duty is to then change the Question status to either:
- AnsweredQuestions if he found the answer
- ClosedUnanswered if he found there could be no relevant answer
- AskedQuestions back to drawing board, if he couldn't find a solution, but there still may be one
